Historical Events of XijingUniversity

In Nov. 1992, the request for instruction of founding Xijing University was submitted to the government of Shaanxi Province and the Education Commission under the provincial government.  
On May 20, 1994, according to No. 66 Document issued by the government of Shaanxi Province, civilian-run Xijing University (preparation) was officially approved.

In 1995, four departments of civilian-run Xijing University (preparation) such as Department of Economy and Trade, No. 1 Department of Economic Management, Department of Humanities and Department of Economic Management were set up. In the same year, the university was rated as “advanced school run by non-governmental sectors” by the Education Commission of Shaanxi Province.

In 1997, the university was rated as “Star School of Shaanxi Province”.From 1998 to 1999, the university covered an area of 320 mu (approximately 21 hectares) and its building area surpassed 110,000 square  meters. The university’s enrolment reached over 5,300 and the number of its full-time teachers was 158. The university extricated itself from “three noes” situation such as no teachers of its own, no schoolhouses of its own and no development fund of its own, thus realizing a great leap in school-running conditions.

In May 2000, in accordance with the ratification by the people’s government of Shaanxi province, Xijing University was officially  founded. Cheng An-dong, governor of Shaanxi province unveiled the nameplate for the university. The university entered the sequence of education with record of formal schooling, thus enhancing its school-running level.

In Sept. 2000, a symposium on development strategy was convened. At this symposium, a resolution on building up a new large-scale  campus was worked out.

In March 2001, Chang’an Campus of Xijing University laid its foundation.

In June 2001, the university was renamed as Xijing Vocational College. During this period, President Ren Wan-jun put forward the  school-running idea characterized with “all for students, for all students and for students’ all”, the school motto featuring “integrity, health, erudition and ability” as well as “Xijing Spirit” summarized as “devoted, fearless, innovative and efficient”.

In August 2001, the 1st phase project of Chang’an Campus with a building area of 160,000 square meters was completed. In addition,  more than 10,000 freshmen were enrolled.  From August 2002 to Sept. 2003, the 2nd and 3rd phases of project on capital construction were completed.  

In 2003, the college put forth its coordinated development strategy characterized with “taking engineering discipline as the mainstay and incorporating multiple disciplines such as natural science, economics, management science and literature (arts)”.

In March 2005, ratified by National Ministry of Education, Xijing Vocational College was upgraded to an undergraduate university. In  August of the same year, the university enrolled its first batch of 638 undergraduate students.  

In April 2006, Li Lu-sha, a student from Department of Arts in our university won the honorary title of “National Three Good  Student” (good in study, attitude and health). She was the only student from a civilian-run university in our province who won the laurel.

On Nov. 10, 2006, approved by Chinese Association of Higher Education, the two projects submitted via Association of Higher Education  of Shaanxi Province were listed by Chinese Association of Higher Education as the planning projects in scientific research of education during the period of the 11th-Five-Year Plan.

On March 23, 2007, President Ren Wan-jun won an award for integrity in Shaanxi Province.

On June 8, 2007, an article entitled A Strategic Option for Civilian-run Colleges and Universities in China---Taking the Road of  Connotative Development written by President Ren Wan-jun of the university was published in the 7th page of China Education Daily.

On June 11, 2007, an animation work named Meditation designed by Wang Shu-juan, a student from School of Arts in our university got  honorable mention in the 2nd National College Students’ Competition of Cartoons and Illustrations. This was the only work from a civilian-run university in China that won the prize.

On Jan. 10, 2008, in the vote activity of the annual grand ceremony for China’s education in the year of 2007, among numerous  civilian-run undergraduate universities in the country, Xijing University ranked second.

On May 4, 2008, according to the document (No.17 in 2008) released by All-China Youth Federation, Dr. Ren Fang, executive president of  our university won an honorary title of "May 4th Youth Medal in China”.
From August 29 to August 31, 2008, Jeong Sun Hun, president of Paichai University in Republic of Korea and his party were invited to  pay a visit to our university. By exchanging opinions on some issues such as establishing friendly relationship and opening the center for Korean Education, the two sides reached positive results.

On June 6, 2008, our university was rated as “advanced unit on employment of college graduates in Shaanxi Province” by the Education  Department of Shaanxi Province.

On the morning of March 27, 2009, leaders of the Science, Education and Health Commission under the National People’s Congress came to  our university to pay a visit. In addition, an investigation symposium on legislation was held at No. 106 Meeting Room of the Administrative Building.

On the afternoon of April 21, 2009, the President of Taobao University and his party paid a visit to our university. Besides, bilateral  cooperation on some specialties such as e-commerce and international trade was reached. As a result, the entrepreneurship practical training base of Taobao was officially set up in our university.

On Jan. 13, 2010, “the innovative experimental program for cultivation model of applied talents in mechanical and electrical majors” in Mechanical and Electrical Engineering Department obtained the approval to become provincial-level innovative experimental program. This was another new breakthrough made by our university following the title of “advanced unit in nationwide educational system” it was awarded by the National Ministry of Education in 2009.

On March 30, 2010, as a vice-president of the Chinese Association for Non-government Education, Ren Fang, executive president of our  university took part in the first office meeting held by the association in 2010.
From April 17 to 18, 2010, for the first time, our university undertook the partial organization work of the self-study examination of  higher education in Xi’an.

On June 28, 2010, in the company of Yang Xi-wen, director of the Education Department of Shaanxi Province, Yuan Gui-ren, minister of  the Ministry of Education, came to inspect and guide the work of our university.

On July 7, 2010, the symposium for non-government education with the theme of “building a batch of high-level private schools through  exchange and cooperation” was held in our university. The symposium was jointly sponsored by China Association for Promoting Democracy (CAPD) and the Chinese Association for Non-government Education and undertaken by the CAPD Shaanxi Provincial Committee, Xijing University and Xi’an International University.

On August 6, 2010, the higher vocational education of our university was reported via Oriental Horizon program of China Central  Television.

On Jan. 18, 2011, our university won the honorary title of one of the top ten non-government universities with powerful social  influence in China”.

On May 10, 2011, approved by Shaanxi Provincial Council for Self-study Examination of higher education, our university became a  university in charge of the examination concerning three specialties including chain business management (junior college education),construction management (junior college management) and engineering cost management (junior college education).

On May 30, 2011, a new practical patent entitled “a kind of bits used for deep hole drills” invented by Su Li, a teacher from the  teaching and research section of automation specialty of our university, was approved by State Intellectual Property Office.

On July 25, 2011, a project of National Natural Science Foundation of China entitled Erroneous Insertion of Practical Post-Quantum  Linear Public Key Encryption and Generic Construction jointly reported by the Department of Engineering Technology of our university and Xidian University passed the evaluation of National Natural Science Foundation of China (NSFC) and obtained the approval from the NSFC.

On Sept. 27, 2011, three specialties reported by our university including construction management, electro-mechanical integration  technology and logistics management were rated by Education Department of Shaanxi Province as construction programs of provincial-level key specialties in higher vocational education. In addition, two training bases including automotive engineering technology and Pugongying Taobao E-commerce were rated as construction points of provincial-level training bases in higher vocational education.

On Oct. 9, 2011, a national natural science foundation program entitled A New Method of Measuring Reactor Neutron-flux Density jointed  reported by Yang Tong-suo, Wang Tuan-bu and Xin Du-qiang, three teachers from Department of Basic Courses in our university and China Institute of Atomic Energy was approved by the National Natural Science Foundation of China.

On Oct. 20, 2011, our university was approved by the State Council Academic Degree Committee as a pilot unit for cultivating  postgraduates reading for Master’s degree. Thereupon, our university started up the postgraduate enrollment in two majors including mechanical engineering and control engineering. The first batch of postgraduates was to enter our university in Sept. 2012.

On Nov. 6, 2011, China’s Private Education Development Conference and the second national congress of the Chinese Association for  Non-Government Education were convened in Kunming, capital of Yunnan Province. Ren Fang, executive president of our university was elected vice-president of the Association once more.

On Feb. 27, 2012, the Library of our university was rated as “an advanced collective of university libraries in Shaanxi Province.”

On May 20, 2012, in “the Fifth China Mathematical Modeling Network Challenge Match in 2012 and the Certification Competition of Global  Mathematical Modeling Capacity in 2012”, the competing team from our university won one national second prize, three national third prizes and two national honorable mentions, respectively.

On June 1, 2012, Xijing University won an honorable title of “an advanced collective in national self-taught in higher education”,  becoming the only non-government university in Shaanxi Province that won the laurel.

On Dec. 2, 2012, Xijing University won the second prize in live national final of “the 5th National 3rd Digitalization Innovative  Design Contest”.

On Dec. 18, 2012, according to Evaluation Research Report on Scientific Research Competitiveness of Non-Government Undergraduate  Universities in China in 2012, our university ranked first in Shaanxi Province.

On Jan. 6, 2013, the Preparatory Conference and the 1st Membership Representative Conference of the Association of Non-Government  Education of Shaanxi Province were held in Xi’an. At this conference, Ren Fang, executive president of Xijing University was elected as vice-president of the Association.

On Jan. 20, 2013, as a unique non-government university in Shaanxi Province, Xijing University, for the first time, won the honorary  title of an advanced collective in the work of educational informatization across the province.

On Feb. 1, 2013, Ren Fang, executive president of our university, was elected as a member of Chinese People’s Political Consultative  Conference (abbreviated as CPPCC).

On March 4, 2013, in the national final of the Skills Competition of Accounting Informatization for National College Students and the  6th ERP Skills Competition, the representative team from Xijing University won group excellence awards. In addition, Sun Jing-zhou and Tang Wei, teachers from accounting teaching and research section of our university, won best guiding teacher prize and excellent guiding teacher prize, respectively.

On March 26, 2013, the project entitled “the Construction and implementation of the practical teaching system on electronic business  characterized with ‘innovation, creativity and entrepreneurship’ completed by Ren Fang, executive president of our university, and Du Yong-hong, a teacher from No. 1 Department of Economic Management, was rated as the 2nd prize for province-level teaching achievement in higher education.

On April 8, 2013, the Department of Mechanical and Electrical Engineering of Xijing University won the first and second prizes for  carbon-free car match entitled “Obstacle Crossing in S-shape Track” in the preliminary contest of Shaanxi Division in the 3rd National College Students’ Comprehensive Ability Competition for Engineering Training.  

On April 15, 2013, Dr. Edward Mileckl, dean of the School of International Education in California State University and Charlie Yan,  deputy dean of the same school came to Xijing University to pay a visit and conduct exchanges.

On May 8, 2013, Ren Fang, executive president of Xijing University, attended “Summit Forum for Celebrating the 10th Anniversary of  Non-government Educational Promotion Law and Talent Cultivation in Non-governmental Colleges and Universities.”

On June 6, 2013, Xijing University won one second prize and six third prizes in the final of the 9th “Challenge Cup” Competition for  Extracurricular Academic Works of Science and Technology by the College Students in Shaanxi Province.

On June 9, 2013, the inauguration ceremony of Ren Fang as new president of Xijing University was held in Small Auditorium of the  university. Hao Li-sheng, member and vice-secretary of the Working Commission of Education under the CPC Shaanxi Provincial Committee and secretary of Disciplinary Education Working Commission, Guo Li-hong, member of the Working Commission of Education under the CPC Shaanxi Provincial Committee and vice-director of Provincial Education Department, Quan Qiu-hu, director of Division of Non-government Education Affairs under the Provincial Education Department, and Ren Wan-jun, founder of Xijing University and Council Chairman of Xijing University as well as other members of the leading group of the university attended the ceremony.

On June 17, 2013, two majors opened in our university including e-commerce and journalism succeeded in passing the appraisal of the  expert panel and obtaining the right to confer bachelor’s degree.
On June 29, 2013, the final of Shaanxi Division of the 4th “SFLEP (Shanghai Foreign Language Education Press)” National Foreign  Language Teaching Contest was held. Yang Bi-sheng and Zhao Dan, teachers from Teaching and Research Office of Basic English in the Department of Humanities of our university won a second prize and a third prize, respectively. Only the two teachers came from a non-government university.

On July 18, 2013, Wang Zuo-shu, member of the NPC Standing Committee, vice-chairman of the Commission of Education, Science, Culture  and Health under the NPC, vice-chairman of China Association for Promoting Democracy and president of the Chinese Association for Non-Government Education came to our university to conduct investigation and gave a report entitled On Construction of a High-level Non-government University to the teachers of our university.

On Jan. 25, 2014, “Nanyang Conference” was held in Public Graduate School of NTU (Nanyang Technological University). The conference  decided the middle and long term development strategy of our university as enhancing Wanjun Spirit and carrying out the second-phase development to build high-level Xijing University. In addition, the conference put forth the primary middle-and-long-term task characterized with strategic upgrade, institutional innovation, connotation construction, molding of characteristics, international co-operation and resource integration.

On April 2, 2014,  Cai Hong-zhuan, assistant professor and supervisor of Master students in Postgraduate Department of our university  obtained a registration certificate of computer software copyright issued by State Copyright Bureau for “A Compass-typed Encryption and Decryption Software V1.0 Based on Single-chip Microcomputer” independently developed by him and his postgraduate students.

On April 11, 2014, Plaque Awarding Ceremony for ROBOTC 100 Cooperation was held by Xi’an ROBOTC Co. Limited (the sole legal  representative in China authorized by Robotics Institute of Carnegie Mellon University USA) and our university. As a result, our university became one of 100 ROBOTC partners of Robotics Institute of Carnegie Mellon University.

On April 25, 2014, President Ren Fang and Vice-president Wu Su-zhen were invited to attend the Spring Forum of 2014 entitled  “International Forum of the Development Strategy on Industry-Teaching Integration” in the City of Zhumadian, Henan Province. The forum was hosted by the Alliance of Applied Technology Universities (Colleges) and the China Education Association for International Exchange and undertaken by the People’s Government of the City of Zhumadian and Huanghuai University.

On May 12, 2014, at the 1st standing council of Shaanxi Provincial Society of Economics in 2014, by way of the nomination of Feng Jia- zhen, president of the Society, and unanimous approval of the executive members of the Council present, Dr. Ren Fang, president of our university, was elected as vice-president of the Society through a by-election. At the same time, our university was permitted as the vice-president unit of the Society.

On May 24, 2014, accompanied by Wu Su-zhen, vice-president, Pang Yong-hong, deal of the School of Art, Luo Xiang-jie, deal of the  Department of Engineering Technology, assistant professor Wu Song-lin, academic leader of the Team of Mechanical Engineering and assistant professor Yang Hong-cai Ren Fang, president of our university, went to the city of Dusseldorf in Germany to hold a meeting with the responsible persons of Germany-China Exchange Association of Art Design to discuss bilateral cooperation and the establishment of the practice base of German teaching in Xijing University.

On June 5, 2014, China Oilfield Services Ltd and our university signed a technology development contract entitled “Development of  Sample Machine about the Principle of the Density of Porosity of Controllable Neutron Source” with the expenditure of 3.52 million yuan (USD 543,488).
From June 13 to 15, 2014, as a sole private university in the western region with the qualification of postgraduate education, our  university attended “The 1st Exhibition and Fair of the Innovative Products Made by the Postgraduates in Shaanxi Province (Engineering Group)” hosted in NWPU (Northwestern Poly-technical University).

On July 25, 2014, in accordance with Notification on the List of the Newly Added Authorized Points for Master Degree Education and the  List of Revoked Authorized Points for Master Degree Education in 2014 issued by the Academic Degree Committee under the State Council, our university obtained three newly-added authorized points for master degree education including auditing, engineering (architectural and civil engineering) and art.

On July 29, 2014, the final of the 6th National College Students’ Innovative Competition of Mechanical Design was held in Northeast  University, Shenyang. The entry called “A Multi-functional Self-cleaning Blackboard” from our university was rated as the national first prize.

On August 21, 2014, the general project entitled “Research on the Identification Methods of Plant Diseases Based on Sparse Manifold  Learning and Environmental Influence Factors” presided over by Zhang Shan-wen, an assistant professor of our university, was given the project approval by National Natural Science Foundation of China with 800,000 yuan in the form of financial aid in the year of 2014. This was the first state-level project obtained by our university.
From August 25 to 27, 2014, the final of “The 1st National College Students’ Contest of the Design of Internet of Things in 2014”  jointly hosted by the Organizing Committee of National College Students’ Design Competition of Internet of Things, the Steering Committee of the Teaching of Computer Majors in Universities and Colleges under Education Ministry, Dezhou Company of Instrument and Semiconductor Technology and WIFI Confederation took place in Shanghai Jiaotong University. Guided by assistant professor Huang Wen-zhun, the team named Xijing Internet of Things composed of three students including Jia Chao-chen, Li Meng and Xu Yi had the honor to win the national second prize.

On Sept. 5, 2014, the 7th China Management Science Conference hosted by China Academy of Management Science together with the  International Federation of Scholarly Associations of Management and International Federation of East Asian Management Associations was held in the Conference Center for the Central Departments of the Party, Government and Army (Beijing’s Jingxi Hotel). Ding Jian, assistant to the president of our university and director of the Institute of Cultural Industries under our university was invited to take part in the conference. The national-level scientific research project entitled Research on Development Patterns of Elite Non-government Schools in China (a monograph of 600,000 Chinese characters) jointly undertaken by Jiangxi University of Technology and our university was awarded a national prize.

On Sept. 10, 2014, the 2nd Education Forum for Sino-Germany Art Exchange and Design with the theme of Culture and Integration was  opened in Small Auditorium of our university.

On Sept. 13, 2014, the Summit Forum for Nobel Economists from the New Huadu Business School and Entrepreneurs in Shaanxi was held in  Sheraton Xi’an Hotel and our university was one of the organizers of the forum. The forum invited Prof. Edmund Phelps, current political economics professor in Columbia University in the US and winner of the Nobel Prize in economics.

On Sept. 17, 2014, The Establishment and Development of Non-governmental Universities and Colleges with Ren Wan-jun, chairman of the  board of our university as editor-in-chief was published by People's Publishing House.

On Sept. 18, 2014, in accordance with The Decision on Commending the Advanced Units in the Educational System of Shaanxi and the  Excellent Teachers and Educators in Shaanxi Province (No. 60 Document issued by the Department of Human Resources and Social Security of Shaanxi Province in 2014), Chen Heng, a teacher from our university, won the title of “Excellent Teacher in Shaanxi Province.”

On Sept. 20, 2014, the celebration of the achievements of 20 years’ school-running of Xijing University was held on No. 5 Playground.  Tao Xi-ping, member of National Educational Advisory Commission, honorary president of the Chinese Association for Non-government Education and vice-president of the World Federation of the UNESCO Association, Xie Gui-hua, director of the Assessment Department of the Center for Academic Degree and Postgraduate Education under the Education Ministry, Zeng Wu-yi, director of the Commission of Teaching Instruction on Statistics under the Education Ministry, Zhou Hai-tao, chief expert on the major projects in philosophy and other social sciences under the Education Ministry and guest professor at University of Houston in the US and Ren Wan-jun, Chairman of the Board of our university attended the celebration hosted by Ren Fang, president of our university.

On Oct. 8, 2014, Dream Chaser---the Secret of Leapfrog Development Achieved by Xijing University for 20 Years written by Xue Ya-li,assistant professor from Department of News Media in our university, was given the gold award for the works of documentary writing in the 12th awards ceremony entitled “the Voice of the New Century from Beautiful China”.

On Oct. 22, 2014, in the 6th Mechanical Creative Design Match for National College Students, our university won a national first  prize, a first prize and a second prize at provincial level of Shaanxi. In addition, Xie Huan, a teacher from the School of Mechanical Engineering of our university, won the “prize for excellent advisor in Shaanxi Division.”

On Oct. 29, 2014, Feng Chao, a student in Class 1407 majoring in construction management from Yunneng Community of our university,  won a gold medal for routine at the 11th exchange conference of the show by the inheritors of Red Boxing, a national intangible cultural heritage item.

On Nov. 1, 2014, Feng Ya-wen, a student from our university, won a third prize of Shaanxi Division in the final match of English Speech  Contest for National College Students.
On Nov. 10, 2014, Chen Jian and Song Fu-li, teachers from our university, won the first prize and the third prize of the category of  the group of liberal arts of higher education in the 14th national contest of multi-media courseware, respectively. Five teachers including Ban Hai-dong, Wang Dong-xia, Liang Lin-meng, Wang Hong-liang and Jia Xiao-ge won excellent prizes of this category, respectively.

On Nov. 27, 2014, our university won a non-government university with the most influential brand in the year of 2014.
From Nov. 27 to 30, 2014, the 10th Healthy and Energetic Contest for National College Students hosted by China Student Aerobics and  Rhythmic Gymnastics Association (abbreviated as CSARA) was held in Southwest Jiaotong University. Students from our university including Yuan Yi, Li Xi, Wu Ya-jing, Zhu Fei-fei and Wang Lu-yao won five-person gold medal for women competitive aerobics. Yuan Yi, Wang Lu-yao and Wu Ya-jing won three-person silver medal for women competitive aerobics.

On Dec. 1, 2014, our university won the grand prize for the 7th Competition of National College Students’ Innovative Application of  Cyber Business.

On Dec. 5, 2014, the Incubation Base for College Students’ Innovative Undertaking in our university was awarded the title of  “Popularization Base of Social Sciences in Shaanxi Province” by Shaanxi Provincial Federation of the Circle of Social Sciences.

On Dec. 8, 2014, the 9th National IT Application Competition was wrapped up in Beijing University of Aeronautics and Astronautics. Our  university won “National-level Outstanding Organization Award”. In addition, the “Lineate Tapeline”, a creative design of household product by Zhao Xue, a student from our university, and “ID Dream Factory”, another creative design of “Haier Washing Machine” by Gu Feng-lan, Li Jia-qi and Xiao Feng, all from our university, were awarded the first prize at national level, respectively.

On Dec. 9, 2014, a team called A Dream of the Blue composed of Chen Li-hui and Cao Yang, two student representatives from our  university, won the second national-level prize for the 7th National Competition of the Innovative Design of 3D Digitization.

On Dec. 11, 2014, students from our university won the second and third national-level prizes for the 9th National IT Application  Competition, respectively.

On Dec. 11, 2014, a gadget called “Seat Chair for Seniors” designed by a team composed of Zhu Jia-cheng, Cheng Peng-fei, Lai Jiu-bao  and Xue Fei, students from our university, won the first provincial-level prize for Shaanxi Division in the National College Students’ Industrial Design Competition themed “Cup of Intellectual Property Rights” in 2014. Our university won two excellent prizes. In addition, Wang Hong-liang, a teacher from our university, won the title of excellent guide teacher.

On Dec. 16, 2014, Deng Lu and Wu Yan-li, students from our university, won the gold medal for the 11th Star Competition for Chinese  Interior Design hosted by Sohu in 2014. Yang Ying and He Jing-wen, also the students from our university, won the silver medal and Yang Rong and Liu Xian-fang, still the students from our university, won bronze medal.
